Exceptionally strong El Niño, along with a rare “coincidence of various factors”, has resulted to the heavy rain, there’s no denying that Chennai has failed in maintaining an effective storm water drainage system. Basic amenities like Water, Milk,  Electricity, communication, Transport, Rail and Air had come to ground halt for three days. Rescue operations were made  with the help of Government mechanism, Non Governmental Organisation and Volunteers. They  had took charge of the situation and helped in many ways, they helped the flood affected people by providing basic needs like Bedding, Dresses, Candles, Torch lights, Medicines, Mosquito repellents and toiletry items.
Volunteer had conducted various health camps.

National Disaster Relief Force (NDRF) and National Disaster Management Authority (NDMA) have pulled in all their resources to help those stranded. “Thirty teams of the  NDRF have been sent to Chennai,” many ladies (pregnant women), kids, aged people are the priority for rescue  and the others at last. Many vehicles four and two wheeler were submerged in water and washed away and picked up from other places. food packets were issued to the people through helicopter. all media personnel came into rescue by providing helpline numbers to approach people who are stranded.

All flight operations at Chennai airport have been suspended and emergency passengers were taken to Arakkonam Air base and from there all were moved. similarly trains were also cancelled due to heavy flooding. People suffered in rail and bus stations.
